[1]. Unrelated rant: I really wish Inform would drop some of these actions like waving and swinging that are useful only in generic fantasy stories and which the authors need to reimplement anyway if they want them to do anything useful.
[2]. It's better to not remove the looking under action's grammar because commands like >LOOK UNDER SOFA would show a confusing "you can't see any such thing" error. We'll just display a generic refusal message that hopefully also hints the player that they shouldn't try to use the command.
