Touching it with is an action applying to two touchable things.
Understand "touch [something] with [something]" as touching it with.
Understand "touch [something] to [something]" as touching it with (with nouns reversed).
Understand "stick [something] in/to/inside/into [something]" as touching it with (with nouns reversed).
Carry out touching something with something:
say "That wouldn't solve anything."
